The Emergency Management Response System (EMRS) is a web-based application used for the reporting of routine investigations of foreign animal diseases (FADs), surveillance and control programs, State-specific disease outbreaks, and national animal health emergency responses (all-hazards). The user experience has been greatly enhanced in EMRS to make it easier for users to input data and manage tasks.

Use the links below to log in to the system. If you need access to the system or help logging in, read on for more information.

Logging In to EMRS

Log-In Method: Login.gov is used to log in to EMRS and EMRS Training.

APHIS Employee or Contractor: Choose “USDA Employee/Contractor,” and then select the PIV/CAC option. Log in with your PIN when prompted.

Non-APHIS Personnel: All users must create a Login.gov account. For non-APHIS employees that have an existing eAuthentication account, please link that account to your new Login.gov account using the same email address. Then, choose the “Customer” option, and log in to EMRS using your Login.gov user ID and password.

EMRS Access

To request an EMRS account:

Federal Users: Submit a completed APHIS Form 513 signed by your supervisor or area veterinarian in charge (AVIC).

State Users: Submit a completed APHIS Form 513 signed by the AVIC in your State along with a current Information Security Awareness (ISA) training certificate to an EMRS Network Associate (237.38 KB).

Contact your local EMRS Network Associate if you need additional assistance. If you do not receive instructions on how to access EMRS via email within a reasonable amount of time (3–5 business days), send an email to help@aphis.usda.gov. Please include "VS IT System - EMRS" in the subject line of your email.

EMRS Technical Help

For help using EMRS, contact the District Network Associate provided in the link above or identified on the log-in page to EMRS. The APHIS Technical Assistance Center (ATAC) does not provide assistance with the appropriate use or business functionality of EMRS.

EMRS Drills: EMRS drill materials are designed to allow the user to independently practice using EMRS. To use EMRS drill materials, you must have an active user account in EMRS. To access drill materials, log in to EMRS . Drill materials are located in EMRS Home>Training Materials>EMRS Drills. If you have questions as you complete a drill, contact an EMRS Network Associate for assistance.

About EMRS

APHIS Veterinary Services is responsible for detecting and responding to animal disease incidents that occur within the United States and must cooperatively manage the data related to such outbreaks with our State and Tribal partners. This requires a system that is available nationwide and is flexible to support numerous data requirements collected through various methods. EMRS supports this mission by providing a secure accessible system for data collection, management, and analysis utilizing a web-based comprehensive investigation, task and resource management suite, and universal information platform. Primary users of EMRS are Federal, State, and Tribal veterinary medical officers, animal health officials, animal health technicians, animal disease specialists, and epidemiologists. First deployed in 2001, EMRS continues to satisfy its mission goals, providing Veterinary Services and cooperators with a management system for:
